At the community-college level, Biden would not only help defray the cost of tuition, already provided free in some jurisdictions, but direct federal funds to pay for outside expenses that can make attending college too expensive, including food, lodging and childcare, his campaign said. Elizabeth Warren on Wednesday released a plan meant to deliver "environmental justice" to communities most affected by climate change - one of the key priorities for activists championing the Green New Deal being pushed by Ms. Warren and other liberals in Congress. "Their kids do better in school, their families can go from just paying the bills to actually planning for the future and their employers are able to fill critical jobs". Former vice president Joe Biden followed close behind at 26.4 percent.

Biden, instead, proposes waiving $10,000 per year - up to five years - for those with public service jobs, such as teachers and members of the military.

Warren has proposed raising taxes on the wealthy and forgiving student debt.

Among the 19 candidates seeking the Democratic nomination, Biden has been a front-runner for months.

"We reject any premise that his plan is not equally bold as those plans", an adviser told reporters on a call previewing the policy.

The RealClearPolitics poll average put Warren on 26.6 percent and Biden on 26.4 percent in the Democratic primary contest to take on President Donald Trump in the 2020 election.

"We think of this as a bold solution to grow the middle class and that this is what makes sense for the reason the vice president is running, which is to rebuild the backbone of this country, the middle class and this time make sure that everyone has a chance to come along".

Biden's plan also includes new spending aimed at improving access to college for low-income individuals, minorities and undocumented immigrants who were brought to the United States as children. It would double the maximum value of Pell Grants and includes new money for historically black colleges and universities and for tribal colleges and universities.
