Bucharest has moved down two places in Mercer's 2019 edition of the "Quality of living city ranking" survey, coming in at 109 out of 231 ranked cities.

A new report by the global consulting firm Mercer says Vancouver is the best city in North America when it comes to quality of life, and tied for third best in the world.

In 34th place, San Francisco was named the best city to live in in the USA, while Detroit was the lowest ranking US city in 72nd place.

KL also ranked higher that the Chinese cities of Beijing, Guangzhou and Shenzhen, or the Indian cities of New Delhi, Mumbai, and Bengaluru.

The Iraqi capital of Baghdad come bottom of the 231 cities included in the ranking. Australia's major cities all rank within the top 50 for safety, with Auckland and Wellington topping the safety ranking for Oceania in joint 9th place.

"Companies looking to expand overseas have a host of considerations when identifying where best to locate staff and new offices", Bonic continued.

Luxembourg City was named the world's safest city, with central and eastern European cities including Prague, Vilnius, and Warsaw seeing a steady improvement in terms of personal safety. Notably, Phom Penh is considered the city with the lowest quality of living in Asia.

The cities were assessed by the level of internal stability, crime, the position of the law enforcement agencies, restriction of personal freedom. The quality of living remained broadly unchanged from a year ago in other key cities, including Buenos Aires (91), Santiago (93) and Rio de Janeiro (118). In the Middle East region, Dubai ranked 74, Damascus ranked 225 and Sanaa ranked 229.

There were few big shifts but Caracas fell 29 places to 222nd as Venezuela has suffered from hyperinflation, a shortage of basic goods and, more recently, a political crisis since opposition leader Juan Guaido assumed the interim presidency in January.
