Single trade deadline among Major League Baseball rule changes

Major League Baseball and the Players Union are set to announces those changes as well as using a three-batter minimum for pitchers and new roster expansion set for the 2020 season, according to the report. With the change, additional free agents could be subject to draft-pick compensation because a team can make a qualifying offer only to a free agent who had been on the club since opening day.

For local broadcasts, the inning break will be cut by 5 seconds, while breaks in national games will be trimmed by 25 seconds.

Mound Visits: The maximum number of mound visits per team will be reduced from six to five.

There will now be one trade deadline on July 31. In the past, players could be dealt afterward as they were threaded through the waiver wire.

- A joint management-union committee will study effects of potential changes to the strike zone, the height of the mound and the distance from the mound to the plate.

All-Star game voting will see a significant overhaul with fan voting in two rounds. "Per MLB, there will be a "'primary round" that mirrors the All-Star voting of old, followed in late June or early July by an "Election Day' in which the top three vote-getters at each position in each league during the primaries will be voted on by fans in a prescribed time period to determine the All-Star starters".

All-Star bonus payments will be given to the top three vote getters at each position, including the top six outfielders.

As Passan details, the All-Star Game selection process will also be getting a facelift in 2019.

According to Passan, MLB plans to give $1 million to the victor of the Home Run Derby and $2.5 million in cash prizes for the event as a whole.

The victor of the annual event will take home $1 million beginning this season.

The roster size will increase to 26, but the 40-man roster in September will be limited to 28. All clubs will be required to carry 28 players on the active roster as of September 1.

There will be a cap on the number of pitchers that teams are allowed to carry on the active roster, that will be determined by the joint committee. Clubs must designate each of its players as either a pitcher or a position player prior to each player's first day on the active roster for a given season. That designation will remain in effect for the player, and can not change, for the remainder of the championship season and Postseason. Although the union did not formally accede to the three-batter minimum per pitcher that MLB sought, it agreed not to challenge the league's plans to implement it in 2020.

The amount of days pitchers must spend on the Injured List increases from 10 for 15 days as does the minimum assignment period of pitchers optioned to the minors.
