Gov. Gavin Newsom is planning to remove more than 250 U.S. National Guard troops from the U.S. -Mexico border, a decision applauded Monday by a San Diego lawmaker.

Newsom said some of the National Guard troops would be re-deployed to help fight what he said were mushrooming illegal marijuana farms following approval of a 2016 ballot measure to legalize recreational cannabis - legislation the governor helped champion.

"The border "emergency" is a manufactured crisis, and California will not be part of this political theater", Newsom is expected to say at his State of the State address Tuesday.

Newsom's removal of the National Guard members from the border follows New Mexico Gov. Michelle Lujan Grisham's order to remove her state's troops just before President Trump's State of the Union address last week. Another 110 will be assigned to wildfire preparation duty. But the then-governor faced criticism from state Democrats and immigrant rights groups, who said providing support to the federal government could free up U.S. Customs and Border Patrol officers to increase detentions and deportations.

The move was a rebuke to President Donald Trump, who won election in 2016 partly on a populist pledge to build a wall on the southern USA border which he said in his campaign Mexico would pay for. But both governors are outspoken Trump opponents.

Newsom's and Grisham's actions are a fresh, if symbolic, affront to President Donald Trump's description of an immigration crisis on the nation's southern border. "It will not be a mission to round up women and children or detain people escaping violence and seeking a better life. And the California National Guard will not be enforcing federal immigration laws".

Newsom said Trump's plans to deploy another 3,750 US military troops to the border was yet another reason to realign the priorities of the National Guard. They can not act as a police force or make arrests. However, I recognize and appreciate the legitimate concerns of residents and officials in southwestern New Mexico, particularly Hidalgo County, who have asked for our assistance, as migrants and asylum-seekers continue to appear at their doorstep. She and Newsom took office in January. Newsom had been very critical of the move while on the campaign trail in 2018.

"What's appropriate, what would be inappropriate, what was our commitment under the executive order Gov". He has held up California as an antidote to what he deems a corrupt Washington, a message he's likely to echo in Tuesday's State of the State speech, his first as governor.
