The report says the crash occurred as the plane was making a landing approach heading for the wrong airport and trying to land at a non-commercial airport near a residential area instead of a cargo airport some 2.5 miles away.

The plane went down at about 8:30 a.m. local time in the capital Tehran, Iran's emergency services chief Pir Hossein Koolivand told state media outlet IRIB.

A cargo plane has crashed near Payam International Airport in Iran. There was no immediate information on casualties.

Fars news agency said a helicopter and several rescue teams had been sent to the crash site.

Fath Airport belongs to Iran's powerful paramilitary Revolutionary Guard.

"It exited the runway during the landing and caught fire after hitting the wall at the end of the runway", the army statement said.

A spokesman for Iran's civil aviation said the plane belonged to Kyrgyzstan, while Kyrgyzstan's Manas airport said it was operated by Iran's Payam Air. The Iranian air force does operate Boeing 707s; it also has a civilian airline, SAHA.

Iranian media said the crew of the flight included anywhere from eight to 16 people, with seven bodies already recovered.
