Tesla boss Elon Musk has been offered a "green card", China said on Thursday, a privilege enjoyed by an elite group of foreigners, including several Nobel laureates and a former National Basketball Association star. "I really love China, I'm willing to visit here more often", Musk told Li, according to a readout from the meeting. When completed later this year, the factory, the first Tesla plant outside the U.S., is expected to produce some 250,000 Tesla-brand electric cars per year, with that figure eventually rising to 500,000.

Musk's response, if any, was not publicised.

US electric carmaker Tesla Inc. on Monday broke new ground with its Shanghai factory, becoming the first to benefit from a new policy allowing foreign carmakers to set up wholly-owned subsidiaries in China.

Li congratulated Musk on kicking off construction of the factory and said the world's second-biggest economy will continue to be a hot spot for foreign investors and welcome all companies.

Popular YouTube tech reviewer and Tesla owner Marques Brownlee (known by his YouTube handle of MKBHD) replied to Musk's tweet saying that he feels as if Musk wasn't joking in his initial tweet and actually believes that Tesla Roadsters will be flying in 2022.

Once completed later this year, Tesla's Gigafactory 3, situated in the Chinese port city of Shanghai, will be able to sell its cars directly into China.

The handshake ceremony with Li coincided with the China Passenger Car Association reporting the first annual slump in auto sales in more than two decades.

Tesla built its first Gigafactory in Nevada in 2016, with a second plant beginning operations in NY state in 2017.
