BOURKE STREET CHAOS: Car explodes, man with knife shot by police

One of the stabbing victims died at the scene while two are in hospital.

Police have also urged the public to avoid the Street after witnesses describe a vehicle bursting into flames.

However video posted to Twitter and broadcast on television showed a man repeatedly swinging an object at two police officers.

Trams are not running along Bourke Street or Swanston Street in either direction. One of the cops then shoots him.

Photo from the scene showed crowds of people behind police barriers.

Victoria Police said one person died at the scene and two people have been taken to hospital. He's been transported to hospital under police guard.

Police initially responded to a report of a auto on fire near the corner of Swanston Street about 4:20 pm (local time), Victoria Police said in a statement.

'Officers were confronted by a male brandishing a knife and threatening them, ' Superintendent David Clayton said. According to police the man, who is in a critical condition, is under police guard.

"Police are not looking for anyone further at this early stage", police said in a statement.

"The investigation is ongoing and we are keeping an open mind", he says.

A Reuters witness said that the city centre was closed off by police and that dozens of officers were patrolling.

'The exact circumstances are yet to be determined at this stage.

Three people have been stabbed, unfortunately one of them is deceased at the scene. One was understood to be in critical condition. Police response was swift and overwhelming.

"There was a massive flame and bang, just smoke and lots of people", witness Shelley Reid told Nine News. They said they heard screams and cries from the crowd before they were rushed from the area.

The area was locked down with the public shooed away and stores including Myer, Target, and David Jones evacuated and the bomb squad called in to assess the auto.

The Metropolitan Fire Brigade said the fire was contained within 10 minutes.

In more footage, a man is seen lunging at police before he is shot.

The incident comes as a trial continues into the horrifying rampage in Bourke St in January previous year.
