"Israel is being inundated with Hamas rocket fire from Gaza", the coalition said in a tweet that included a picture of the devastation and text saying "180 rockets and counting".

An Israeli official, speaking on condition of anonymity, denied a deal had been reached.

A long-range rocket fired from Gaza struck an uninhabited area outside the largest city in southern Israel on Thursday, Israeli police said, hours after a Palestinian official said an end to a surge in cross-border fighting could be near.

At least seven civilians were injured by the rocket fire on the Israeli side.

The Israeli military said the building served as a Palestinian military installation.

Throughout Wednesday night and Thursday morning, Gaza terror groups fired over 180 rockets, with more than 30 intercepted by the Iron Dome missile defense system.

Israel's military said the five-storey building was used by Hamas's "interior security forces for military purposes".

Gaza militants had earlier Thursday declared a halt to rocket fire and the lack of a strong response to the strike on the building later in the day suggested they were returning to it.

Nickolay Mladenov, the United Nations special envoy who is involved in Egyptian efforts to broker a truce, said in a statement on Thursday that he's "deeply alarmed" by "multiple rockets fired toward communities in southern Israel" the day before.

"From a technical perspective, the IDF could occupy the Gaza Strip in a matter of days", Barak says about reports of a possible large-scale IDF offensive in the Palestinian territory.

"For months I have been warning that the humanitarian, security and political crisis in Gaza risks a devastating conflict that nobody wants", he said in a statement.

Palestinian president Mahmud Abbas called on the global community to "immediately and urgently intervene".

Gaza's Health Ministry identified those killed in the airstrikes from Wednesday to Thursday as Hamas fighter Ali Ghandour, 23-year-old Enas Khamash and her daughter Bayan.

After four hours of discussion about the escalation in the south and the hard situation in which Israelis there are living, Israel's Ministerial Committee on National Security instructed the IDF to "continue to act with force against terrorist elements".

"As we approach a potential agreement, it's extremely important for Hamas to deliver the message that we are not going there because we are weak", said Yossi Kuperwasser, a retired brigadier general and the former director general of Israel's Ministry of Strategic Affairs.

On Wednesday night, summer camp organizers were told they could hold their activities inside "protected areas", but the army then said to cancel all camps until the rocket fire stops.

Protests and clashes along the Gaza border began on March 30 and peaked with the May 14 move of the US Embassy for Israel to the disputed city of Jerusalem.

Over the past four months, 163 Palestinians have been killed by Israeli fire, including at least 120 protesters, according to the Gaza Health Ministry and a local rights group. Those have hit a stumbling block as Hamas is insisting that the release include all prisoners who were part of a 2011 prisoner exchange for Israeli soldier Gilad Shalit but have since been rearrested, according to Palestinian officials, who declined to be named because of the sensitivity of the talks.
