A 62-year-old man appears to be in need of geography lessons after he allegedly accosted a woman for wearing a T-shirt with an image of the Puerto Rican flag in an IL park.

"The investigation is ongoing and the officer involved has been assigned to desk duty pending the outcome", the park said.

"Officer, I'm renting this area and he's harassing me about the shirt I'm wearing, ' Irizzary then tells the cop, who had already been called to the scene to investigate Trybus" intoxicated behavior.

"How come you're saying something when he's going up, but when he was coming up to me you didn't do anything?"

Irizarry asks a park police officer to help, saying "I am renting this area and he's harassing me about the shirt that I'm wearing".

Irizarry replies she's not trying to change anyone and is just trying to attend a birthday party.

"All people are welcome in the Forest Preserves of Cook County and no one should feel unsafe while visiting our preserves", the department tweeted.

At one point, the man approaches Irizarry and screams, "You're not going to change us".

'He failed to deescalate the situation and therefore did not ensure a citizen's safety'.

Later she says: "Officer, I feel entirely uncomfortable, can you remove ... please officer" as the officer is seen walking away from her.

More officers arrived and arrested the man, who was described as drunk.

'People have just as much right to be here as you do, ' she can be heard telling him in the clip.

Puerto Rico is a US territory and Puerto Ricans are USA citizens, dating back to the signing of the Jones-Shafroth Act in 1917.

Irizarry recorded the encounter on her phone, saying she felt threatened, and posted the video to Facebook.

The exchange continued as the man got angrier and followed the woman away from the picnic area, yelling at her not to wear "that shit" in the U.S. While both pleaded to the police officer who was pacing languidly around them-with Irizarry calling for help as the angry stranger asked "Is she an American citizen"-the officer walked away".

When the man again tries to get in her face, her brother arrives and intervenes.

Puerto Rico Gov. Ricardo Rossello shared his viewpoint on the video via Twitter on Monday: "Today a video surfaced of an undignified event in which a Puerto Rican woman was brutally harassed by a bigot while an officer did not interfere". While citizens of the island cannot vote in United States presidential elections, those born there are still USA citizens.

The unidentified harasser, who park officers say was intoxicated, was arrested and charged with assault and disorderly conduct. We can not allow those who do not understand America's greatness to terrorize people due to their background. Agency officials released a statement July 9 saying they were aware of the incident and video and "immediately launched an investigation pursuant to our personnel policies into the response of our officer".

"This is not the America we all believe in", he tweeted.
