Israeli jets struck nine targets, allegedly belonging to Hamas, in the northern Gaza Strip early on Monday in response to incendiary kites and balloons Palestinians sent from the territory that have damaged Israeli property, the military said. One was killed and others were injured in an explosion, the army said, without giving more details.

There were no casualties in the air strikes or rocket launches.

With turnout at the weekly demonstrations falling from 50,000 in mid-May to a few hundred last Friday, Gaza's Hamas rulers increasingly are turning to kites carrying bombs, gas-soaked rags and other firestarters that the wind blows across the border into southern Israel.

Israel said on Sunday it had arrested more than 20 people and seized explosives when it dismantled a Hamas cell it alleged was preparing "serious attacks" against Israeli targets.

Israel has drafted in civilian drone enthusiasts as army reservists, instructing them to fly their remote-controlled aircraft into the kites, an Israeli general said, but an effective means to stop the kites has yet to be found. The kites have started over a dozen fires and Israelis living in the area have urged the government to address the issue.

A Palestinian man was also killed while trying to breach the fence separating Israel and Gaza.

Israel's deadly tactics in confronting the weekly Friday protests have drawn global condemnation.

The US embassy was opened on May 14, one day before the Palestinians commemorate their mass displacement in the 1948 war surrounding the creation of Israel.

"The arrests demonstrate once again the will and efforts of Hamas to put in place terrorist infrastructure to commit attacks in Israel", the Shin Bet said. Israel says Hamas has intentionally provoked the violence, a charge Hamas denies.

Israel and Egypt maintain a blockade of the strip, citing security reasons, which has caused an economic crisis and collapse in living standards there over the past decade.
