"Senate Democrats are basically conducting a two-year-old temper tantrum in front of the American people", an exasperated Short declared.

This is not normal behavior for House Republicans.

The Senate needed to garner 60 votes to pass the spending bill.

Disagreement over a cluster of intractable policy fights - headlined by the dispute over an expired program known as DACA that shielded almost 800,000 young illegal immigrants in the country from deportation - left Congress without a deal to keep funding the government as midnight struck on Friday.

The reverberations will be felt across Washington, all over the nation - and within the White House residence.

There's also the permanent solution for "dreamers", as those young undocumented immigrants protected by the Deferred Action for Childhood Arrivals program are known, and the trade-off of a large boost in border security.

Mr Trump and top Democratic Senator Chuck Schumer were reportedly close to clearing the impasse during a Friday meeting, agreeing to the outlines of a deal that fell apart over continued disagreement on immigration.

Trump for his part blamed Senate Democrats, posting a tweet that said, "They could have easily made a deal but chose to play Shutdown politics instead". And there's a collection of health-care matters, including a children's insurance program and the effort to stabilize private insurance markets established under Obamacare.

That group, with its 40 or so members, has enough votes to block any bill they don't like, especially with Democrats expected to vote mostly in unison against the plan. I have been in contact with Alabama's Congressional Delegation and stressed the importance of avoiding a government shutdown.

"Chuck Schumer actually had the gall to look at the president and said "I am giving you everything you asked for the wall" and then, when pressed, he admitted that he was not doing it", he said.

On Friday afternoon, Mr. Trump spoke with Ryan by phone, according to a source familiar with the communication. At the end of the day, we all know this is not how government is supposed to run but I made a commitment to more than 150,000 children and their families who depend on Alabama's CHIP program, ALL Kids. During Ronald Reagan's two terms, there were six shutdowns, typically just one or two days apiece. "The White House position remains the same". A resolution to fund the government did not pass, sending the federal government into a shutdown.

The government shut down for the first time since 2013 on Friday night, and lawmakers are scrambling to reach a deal.

SCHUMER: Speaker [John] Boehner comes in and he says basically... it's sort of like this: Someone goes into your house, takes your wife and children hostage and then says 'Let's negotiate over the price of your house'.

"When Democrats start paying our armed forces and first responders we will reopen negotiations on immigration reform".

While private citizens, for the most part, won't feel the impact of the US government shutting down, University of Toronto economic analysis professor Walid Hejazi says the Canadian economy probably will.

"I think the president's been very clear: He's not leaving until this is finished", he said.

That's why Republicans feel much better about their standing than 4½ years ago, when no one ever talked about unity - and when no one ever said "we're relaxed and comfortable", as Hudson did this time around.
