At least 18 people have been confirmed dead in mudslides in California, as officials admit the window is closing for other survivors to be found alive.

Revealing there are still families missing from the "tight-knit" neighborhood, the daytime host made sure to note the community is "filled with a lot of different types of people from all backgrounds" who aren't all wealthy A-listers.

Mud, rocks and other debris that's being removed is being dumped on Goleta Beach, at the end of Ash Avenue, in the Foothill landfill, at Caltrans sites and several other locations outside the county, Fayram said. The weather has snarled drivers and first responders attempting to aid storm victims.

Public Works and Flood Control workers are "racing to open them up as soon as possible", Fayram said. The luxury hotel, which has counted Audrey Hepburn, Winston Churchill and honeymooners John F. and Jacqueline Kennedy as guests, is edged by a creek that became a torrent of boulders, toppled trees and muck in the mudslide.

The message, similar to an Amber Alert for abducted children, was sent about 3:50 a.m. Tuesday to all registered cellphones in areas that were under voluntary and mandatory evacuations because of heavy rains that threatened mudflows in the wake of the Thomas fire, officials said.

"We know that this a terribly inconvenient development, but it is also incredibly necessary", Brown said.

Authorities announced Thursday that 73-year-old Peter Fleurat was among those who died in Montecito.

What has been done so far to help the victims of the mudslides?

After a better damage assessment earlier in the week, a total of 64 homes were destroyed, while 300 to 462 were damaged. They had fled following the devastating forest fires last month but this time Mr Farrell Snr, an 81-year-old two time Olympic gold medallist, decided he did not want to leave.

Patrick Casey, owner of the State & Fig restaurant in downtown Santa Barbara, said he's worried but expressed confidence that his business, and the community, will snap back.
