A 59-year-old woman died at the scene and a 37-year-old woman died in hospital this morning.

"This is a tragic incident that has been magnified by the fact we are only one week away from Christmas", he said.

It was a chaotic scene as a dozen ambulances and emergency vehicles raced to the property to treat the injured partygoers, Ambulance Victoria's state health commander Paul Holman said.

Firefighters helped to rescue people who were trapped under the collapsed balcony, an MFB spokeswoman said.

Furniture including a barbecue and fridge were also on the balcony.
